At Goram Homes Limited ("Goram Homes"), we are committed to being open and transparent. We follow the Model Publication Scheme set out by the Information Commissioner's Office (ICO).

This scheme guides:

  • How often the information is updated.
  • How you can access this information.

Information we publish

The ICO has a list of recommended categories of information which it expects will be published under the Model Publication Scheme. Goram Homes follows the ICO's recommended approach and shares information across the following seven categories:

  • Who we are and what we do: Covering organisational information, locations and contacts, constitutional and legal governance.
  • What we spend and how we spend it: Covering financial information relating to projected and actual income and expenditure, tendering, procurement, contracts and renumeration.
  • What our priorities are and how we are doing: Covering strategy and performance, plans, assessments, inspections and reviews.
  • How we make decisions: decision making processes, internal criteria and procedures, consultations.
  • Our policies and procedures: Covering current written protocols for delivering our functions and responsibilities.
  • Lists and registers: Covering information held in registers required by law and other lists and registers.
  • The services we offer: Covering advice and guidance, booklets and leaflets, transactions and media releases and a description of the services offered.

Information we do not publish

Some information cannot be made public, including:

  • Anything restricted by law.
  • Information exempt under the Freedom of Information Act (FOIA).
  • Documents still in draft form.
  • Protected or confidential information.
  • Archived or exceptionally hard-to-access files.

How to access information about us

  • Online. Where possible, information will be available on our website.
  • Other formats. If you cannot access the website, we will explain how you can get the information in another way.
  • In exceptional circumstances, certain information may only be viewed at our offices (or in person). If so, we will provide contact details and arrange a suitable appointment.
  • Translations. We will provided information in the language in which it is held, or in another language if legally required.

Charges

If there are any charges to be applied for the provision of the information then these will be in accordance with those set out in the Freedom of Information and Transparency Policy of Goram Homes, or as prescribed or restricted under relevant legislation such as the Companies Act 2006.

Withheld information

If information is withheld, this will be clearly indicated. When we receive a FOIA (or similar) request, we assess it on a case-by-case and apply the law, regardless of whether the information is normally published under this scheme.

  • Information required to be published under other legislation.
  • Information we may publish under law, but for which a charge applies.

Financing and funding: Goram Homes has not made any funding related share issues to date. Costs incurred by Goram Homes are supported by Working Capital Finance (WCF) from Bristol City Council. Procurement: Arrangements for procurement are set out in Goram Homes' Procurement Policy. Goram has been established so that it is a body with a commercial character, not meeting needs in the general interest. As such a body it does not fall within the definition of a body governed by public law under the Public Contracts Regulation 2015.

How we make, and record, decisions

Goram Homes is governed by a Board of Directors. This consists of a mix of Non-Executive Directors (NEDs) (x5) and Executive Directors (Managing Director and Chief Finance Officer).

The Board is responsible for the strategic decision-making and oversight of the company and are selected on the basis of their skills and experience. It meets at least five times per year. It is supported by an Audit & Risk Committee and a Remuneration Committee. Further details on the membership of the Board can be located here:

Certain decisions may not be taken by the Board of Directors and are designated as Reserved Matters for either Goram Homes' Shareholder (Bristol Holding Limited) or its ultimate Shareholder, Bristol City Council. Details of Reserved Matters relate to significant decisions such as:

  • approving the business plan
  • making changes to the articles of association

Lists and Registers – Currently maintained lists and registers only

Register of Declarations:

All Directors are required to declare and maintain up to date declarations of interest to ensure actual or potential conflicts can be appropriately managed. A copy of the latest Register of Declarations for the Board of Goram Homes can be accessed here.

All staff are also required to make an annual declaration of interest and ensure that this is kept up to date. This is maintained by the company's Governance Manager. In line with prevailing legislative requirements, these may be released in an anonymised form further to a FOI request.

Register of Gifts and Hospitality:

All Board members and staff are required to declare all gifts and hospitality in accordance with Goram Homes' Gifts and Hospitality Policy. This register is maintained by Goram Homes' Business Support Manager. IT is inspected by the Audit & Risk Committee at least annually.

In line with prevailing legislative requirements, these may be released in an anonymised form further to a FOI request.

Contracts Register:

Goram Homes maintains a register of all significant contracts held by the company. These are not generally disclosed due to their commercially sensitive nature and any FOI requests would be considered on an individual basis balancing the legislative obligations with the need to protect any commercial sensitivities that may be relevant at the time of the request.

The Services we offer – Information about the services we offer, including leaflets, guidance and newsletters produced for the public and businesses Goram Homes is engaged in the commercial business of a housing development company. As such, it is not generally engaged in the provision of services direct to the public. The business model adopted by Goram Homes involves the company partnering with commercial companies for the purposes of housing development and construction. This is usually on a contractual and/or partnership basis.
